<p>Program Associate Vacancy-Job Ref: ACUAEUNHCR/1408/202386<br /> Dubai (United Arab Emirates)</p> <p>JOB DESCRIPTION</p> <p>1. General Background<br /> United Nations High Commissioner for Refugees is the UN agency mandated to protect and assist<br /> millions of refugees around the world. Refugees are persons who fled their countries of origin and<br /> crossed the internationally recognized border and because of well-founded fear of persecution in their<br /> country of origin based on their racial, ethnic or religious background, or membership in political or social<br /> group.</p> <p>The Protection Associate will be in charge of monitoring projects funded by UNHCR in UAE and<br /> implemented by its partners. UNHCR works closely with refugee community centres, NGOs and charities<br /> to address and support protection needs of persons of concern. The Program Associate will report to<br /> Protection Officer, to supports the Operation’s efforts to assist persons of concern to UNHCR with small<br /> livelihood projects.</p> <p>2. Purpose and Scope of Assignment<br /> Under the overall supervision of Protection Officer, Protection Associate will be assigned the following<br /> duties:<br /> • Assist in organizing and documenting the selection of partners in accordance with the policy on<br /> selection and retention of partners, ensuring due diligence to meet the requirements of projects.<br /> • Provide support to Protection Team with technical advice to ensure partnership agreements are<br /> established in a timely manner, regularly monitored and reported on in compliance with<br /> established guidelines and procedures included in the framework for implementing with<br /> partners.<br /> • Support the implementation and performance of partnership agreements through field visits and<br /> appropriate physical monitoring if applicable, reviewing performance and financial reports.<br /> • Provide support to the field with technical advice to ensure partnership agreements are established in a timely manner, regularly monitored and reported on in compliance with established guidelines and procedures included in the framework for implementing with<br /> partners.<br /> • Support the implementation and performance of partnership agreements through field visits and<br /> appropriate physical monitoring if applicable, reviewing performance and financial reports<br /> • Use UNHCR’s reporting tools for core activities related to planning, budgeting, implementation<br /> and reporting, generating data for evidence-based programmatic decisions and analysis.<br /> • Support UNHCRs programming of community of practice and continuously contributing to<br /> improvements of programming tools and processes<br /> • Reporting and monitoring the implementation of the project in the UAE, coordinating with the<br /> protection and the UAE team for accurate implementation.<br /> • Support the development and implementation of MFT monitoring plans for activities<br /> implemented through partnerships and those under direct implementation in line with<br /> Programme Manual and programming instructions.<br /> • Contribute to the review and analysis of operations plans, mid-year and year-end reports of UAE<br /> office, ensuring quality assurance and compliance with established policies, guidelines,<br /> procedures and standards.<br /> • Generate and maintain records of implementation rate (performance progress and<br /> expenditures) on a regular basis.<br /> • Follow up on any change regarding alignment of results chain, verifying indicators, budget,<br /> prioritization, apportioning needed to measure programme performance, trends and target<br /> interventions, contributing to soundness of Operations Plan and enhancement of data quality.<br /> • Support UNHCRs programming of community of practice and continuously contributing to<br /> improvements of programming tools and processes.<br /> • Perform other duties as required.</p> <p>3. Qualifications and Experience<br /> a. Education<br /> • Secondary education with preferably a bachelor’s degree in international studies,<br /> Marketing/Business, Communications, or other related fields.<br /> b. Work Experience<br /> • Minimum 3 years (2 years with a bachelor degree) of relevant work experience in<br /> humanitarian field.<br /> • Demonstrated experience in programme management, Operation Management Cycle and<br /> related processes.<br /> c. Key Competencies<br /> • Strong passion to support refugees<br /> • Ability to work as part of a team<br /> • Good analytical and drafting skills<br /> • Strong verbal and written ability in English and Arabic<br /> • Good intercultural communication skills<br /> • Computer literacy in Microsoft Office (Word, Excel, PowerPoint) and good web skills<br /> • Demonstrated knowledge of UNHCR protection programs and partnerships<br /> • Knowledge of Results Based-Management..<br /> • Excellent knowledge of Microsoft Office, particularly Word, PowerPoint, Excel, Outlook<br /> • Excellent written and verbal communication skills<br /> • Fluency in Arabic and English is required<br /> • Knowledge of the UN system preferably with UNHCR or another UN Agency is a plus.</p> <p>Standard Job Description<br /> Required Languages</p> <p>Desired Languages</p> <p>Additional Qualifications<br /> Skills</p> <p>Education</p> <p>Certifications</p> <p>Work Experience</p> <p>Other information</p> <p>This position doesn’t require a functional clearance</p> <p>Please click on the button below to Apply.</p>
